Our policies generally follow our factories' guidelines. Despite looking extensive, they are pretty simple. We strive to ensure that your order is to your satisfaction, however we are human and do occasionally make mistakes. Open your package immediately upon arrival and please contact us immediately if there is a mistake in your order. Most people are honest, however due to some people abusing certain priviledges we have had to make some major changes. Please be sure you understand our return/exchange and repair policies. GENERAL
1. We reserve the right to refuse service to anyone. We also reserve the right to check that you are who you say you are and that you are authorized to purchase the product(s) that you are ordering (this does not override the fact that it is your responsibility to know your department rules and to abide by them).
2. Due to Federal, State and Local laws we are not able to sell certain items to the public (firearms, ammo, badges....).
3. Prices and availability subject to change without notice. We have done our utmost to detect all typos and pricing errors. If any are subsequently found and affect your order, we will inform you before processing the order.
4. We are not responsible for the use nor misuse of any product.
5. We are not responsible for any typographical errors.
6. Special order items are not returnable unless our error (all Nielsen Mfg. items, spotlights, decals, etc.). Not everything is noted as special order, so when in doubt please call to check first! Be sure that what you order is what you want!
7. No part of this website, including, but not limited to, PDF documents, videos, photographs/images and pages, may be reproduced without prior written permission from Territorial Supplies, Inc.
8. We are only able to sell and ship to the continental United States of America and Alaska and Hawaii.

10. We do NOT automatically grant net 30 day accounts ("bill me" accounts) to government agencies. All businesses and agencies wishing to be billed need to fill out a credit application, submit it to us and be approved before we will set up a Net 30 or Net 15 day account. All other orders will be credit card or prepaid (personal checks must clear the bank before the order is processed).
ORDERING INSTRUCTIONS
1. Orders can be placed via phone, email, fax or mail. Use our handy-dandy order form for all non-internet purchases. State quantity, item number and price. Note any details that must be included, i.e. wording in decals, make of vehicle. Badges require a special order form -- download it here. For FET exempt purchases please download, fill out and fax to us the FET Exemption Certificate.
2. If your department requires purchase order numbers, please have one ready when you place your order. We are not responsible for unauthorized orders -- the money is still due. Know your department rules!
3. All prices are FOB origin. We will gladly quote you a delivered price if you require one. Please see our Shipping section for our methods.
4. We are happy to quote on large quantities.
5. WA and ID state residents -- we charge local sales tax for these states. If you are purchasing for resale please fill out and fax a resale certificate for your state (we cannot accept tax ID numbers or copies of your resaler's permit).
6. $15.00 minimum order requirement.
7. Firearms, ammunition and Montana State Lightbar Contract prices reflect a 3% CASH discount (add 3% to the price if you are paying by credit card).

SHIPPING
1. We ship primarily via UPS. We also ship via USPS Priority mail and freight truck.
2. Shipping and handling char4ll items are shipped FOB origin.
3. Minimum shipping charges are $8.95.
4. Due to different factory ordering requirements, we are unable to guarantee when an item will ship. In other words, faster shipping does not necessarily speed up the lead time -- it only speeds up the delivery time.
The following are guidelines for our different methods. If you have a specific method you want, please specify.
UPS
We almost always ship via UPS ground. We do ship Three Day, UPS Blue (2 Day), and UPS Red (Overnight) if requested. We cannot ship UPS Red after 10:30 AM. UPS Red orders must be phoned in. All requests for UPS Red made after 10:30 will be shipped UPS Blue the same day. Items will arrive on the same day and at a cheaper price. All hazardous items (ammunition, beanbag rounds, etc.) can ONLY be shipped UPS Ground.
USPS Priority Mail
We will occassionally ship smaller/lightweight items via USPS Priority Mail. This is generally equivalent to UPS Two Day at a much cheaper price.
Freight Truck
Partitions, flares, seats and large orders of ammunition are sent via truck. Flares can only go by truck.
IMPORTANT NOTICE
Due to people abusing the priviledge, WE CANNOT AND WILL NOT SEND OUT REPLACEMENT ITEMS FOR ITEMS RETURNED AS DAMAGED, DEAD-ON-ARRIVAL, ETC. UNTIL WE HAVE THEM IN HAND AND HAVE INSPECTED THE ITEM (items D.O.A. are replaced, however we send them to the factory and if the factory determines that there is nothing wrong with the item than you will be charged for the original item, the replacement item and all shipping charges). This means that if your patrol vehicle is down due to a malfunctioning siren or speaker we cannot send you a replacement one unless it (the replacement item) is paid for. NO EXCEPTIONS! Warranty items will be handled according to the factory's rules. We suggest keeping a spare on hand for emergencies.
REPAIRS
Please read our Important Notice first.
1. Call for an RMA number prior to sending us an item for repair. Please let us know what is wrong with the item at this time.
2. The RMA number needs to on the outside of the box.
3. Many repairs are covered under warranty. You are only charged shipping on these items.
4. Again, read the Important Notice -- we cannot send out loaners while your item is being repaired. We recommend keeping a spare on hand for emergencies.
PANASONIC PRODUCTS RETURN POLICY
Panasonic Notebooks, Tablet PCs, the Arbitrator and all other Panasonic products are non-refundable/non-returnable.
Defective items may be returned for replacement only within 30 days of purchase.
This is our Detailed Panasonic Return Policy. Under this policy all Panasonic products are non-refundable, and this supersedes all other return policies. There are NO EXCEPTIONS to this policy. Any Panasonic product that is deemed defective may be returned for a replacement only within 30 days of receipt of item, but a request for refund will not be granted. If a Panasonic item is returned for a replacement, but no problems are found, the item will be returned at your (the buyer's) expense. You should be certain in your decision to purchase a Panasonic item and must agree to this policy before completing your order. By placing your order, you indicate your agreement to this policy.
A defective Panasonic item that is returned for a replacement may be repaired or replaced at the manufacturer's discretion. We send the item to the manufacturer for repairs. We cannot expedite the repair process. If you have any questions regarding this policy or you need an RMA number to return a defective item please contact us.
RETURNS/EXCHANGES
Please read our Important Notice first.
1. We cannot accept returns after 30 days of receipt of item (some custom order items are non-returnable unless our error).
2. Freight is still due on all returned items unless our mistake.
3. All returns are subject to a 20% restock charge unless our mistake.
4. Items returned damaged or incomplete will only be partially credited or not credited at all depending on damage.
5. Items returned to the factory are subject to the factory's restock charges, any charges for damaged or incomplete items, plus a small fee.
6. All returns must have a RMA number (please call for one) marked clearly on the outside of the box, with a copy of the original paperwork inside.
7. Credit will not be issued until we receive the item or, when an item is returned to the factory, an item is received at the factory and the factory issues us a credit.
8. Exchanges follow these guidelines plus the Important Notice.
Test & Evaluation -- Available for Departments ONLY
Some items are available for T&E purposes. Please contact us if you are interested in this option. If you are a new customer we will require proof of departmental status. All T&E items are billed at the time they are shipped to you. Unless otherwise specified by the factory, T&E time is 30 days at which time the item either needs to be paid for or returned in like-new condition. You will be issued a credit for the returned item. Shipping and handling is still DUE.
